There are several possibilities for improving on the old contracts from 2008 and 2013 including:
- Negotiating higher customer service standards or unilaterally adopting newer customer service standards.
- If permitted by Federal Law, negotiating consumer protection standards.
- Negotiating or adopting increased penalties for violating standards.
- Increasing enforcement of contract provisions by regularly monitoring cable company performance.
- Shortening the term of the franchise renewals to allow for more frequent contract negotiations in the future.
