Workgroup for the "Wedge" Sub-area Plan

The North Redmond neighborhood "Wedge" sub-area workgroup (pdf format) started to meet in October 2007.  Additional meeting dates are listed below.  The sub-area effort is taking place in conjunction with the Redmond-Woodinville Road Corridor Study.  Full details, including materials that were provided during the November 15th Open House, may be found on the project web pages .  Questions may be directed to Kimberly Dietz at 425-556-2415, kdietz@redmond.gov or Jeanne Justice at 425-556-2887, jjustice@redmond.gov .

Redmond-Woodinville Road Corridor Study Session and Update

Staff met with the City Council regarding the study on Tuesday, April 15, 2007.  A summary of the final staff recommendations was presented for the Council's review.  To learn more about the final recommendation for a standard right-of-way along with a two-to-three lane cross-section, please visit the project web site.  Questions may be directed to Jeanne Justice at 425-556-2887, jjustice@redmond.gov .

The Adopted North Redmond Neighborhood Plan Calls for the Wedge Sub-area Plan

Adopted in November 2006, the North Redmond neighborhood plan contains both policies and regulations, as well as associated maps.  Review of the entire document package is necessary to understand the comprehensive nature and interrelationship of the policies and regulations.  Two separate ordinances were provided to the Redmond City Council for adoption, 2307 and 2308.  Both ordinances contain a variety of additional material as listed below.

Ordinance 2312 adopts the pre-annexation zoning of R-4/C for the two parcels that exist between the Redmond City limit line and the King County Urban Growth Area boundary, and are adjacent to Redmond-Woodinville Road and 154th Place NE.

Upcoming Events

October 2, 2008:  Wrap-up of Sub-area Plan Advisement -- agenda (pdf format).  Beginning at 6:00pm at City Hall, the Wedge workgroup will meet to review staff comments regarding preliminary input on the sub-area plan.  The group will review alternative access points and residential building setbacks. 

October 6, 2008:  If needed, the Wedge workgroup will also meet on October 7th at City Hall to complete the review and final comments regarding the proposed sub-area plan. 

Past Meetings

The Wedge sub-area workgroup has finished drafting their recommendations. Meeting summaries and presentations for each workgroup session are listed below:

October 23, 2007:  Kickoff session -- introduction to the neighborhood planning process (pdf format), primer of neighborhood traffic calming techniques, and an update with respect to the Redmond-Woodinville Road Corridor Study

November 29:  Report of November 15th Open House and Further Corridor Input -- attendees learned more about the survey results of the recent open house and assisted staff with additional input, prior to the upcoming City Council session on December 11, 2007. Meeting summary (pdf format)

December 13:  Introduction to the North Redmond Neighborhood Plan -- following the December 11th staff report (pdf format) to the City Council, the group discussed staff's recommendation.  The summary lists major points that were shared by the group.  Kimberly Dietz then provide a brief introduction to the North Redmond neighborhood plan (pdf format) and asked the group to consider those items that they wish to explore further.  Staff will return with additional information regarding those items, as also indicated in the meeting summary.

January 10, 2008:  Continuation of the Introduction to the North Redmond Neighborhood Plan -- as completion to the introduction to the currently adopted neighborhood plan policies and regulations, Kimberly Dietz shared a description of the variety of housing types (pdf format) that may be developed within the neighborhood.  Following, Helen Groffman, Planning Intern, presented a slideshow of retaining wall and sound wall treatments (pdf format).  The group provided their preferences for wall style and combinations related to vegetation and sound fencing.  The evening ended with a description of Low Impact Development (pdf format) as one of the development techniques that may be acceptable to the wedge sub-area.  Several suggested reading items were presented as well.  Meeting summary notes (pdf format) are also provided.

January 24:  Internal Circulation Patterns and Report on Consultant Noise Study -- after a brief presentation of general internal circulation and woonerfs, the attendees broke into smaller groups in order to establish several site layouts for the purpose of recommending alignments for internal circulation and access from 154th Place NE.  To view a current proposal for a woonerf configuration, please visit the Innovative Housing project page for Sycamore Park.  The corridor consultant provided a preliminary noise study which was also discussed with the group.  Additional information is being requested of the consulting team.  Meeting summary (pdf format)

February 21:  Gateways and Gateway Treatments -- Staff and attendees shared a debriefing of the February 12th City Council study session during which time the Council expressed no support for a future 5-lane configuration along the study area section of the Redmond-Woodinville Road corridor.  The Council also recommended that staff investigate alternatives for the intersection configuration at NE 109th Street/154th Place NE and Redmond-Woodinville Road.  Following this discussion, staff presented design concepts related to the gateway treatments along the corridor.  The group was asked to assist in the siting of possible, future gateway locations and to express their interest in treatments that would serve as a welcoming feature on behalf of the City and the neighborhood.  Meeting summary, Healthy Neighborhood Design Consideration and Web References, and Gateways (pdf format) Staff will continue a presentation on lighting options for gateways at the next session.

March 27:  Gateway Lighting/Median, Building Setbacks, and Completion of Internal Access Configuration Exercise -- Following an update of the Red-Wood Road Corridor Study project, staff presented the final sub-area plan topics:  features within and standards for a Red-Wood median, and options for and examples of existing building setbacks;  for consideration by the workgroup.  Following the discussion of each, attendees worked together as they completed a preferred configuration of internal access routes and types for the future development of residential properties within the wedge sub-area.  The meeting summary provides highlights of the conversations.  A full process summary will be provided at the next session on April 17th. Public Works sent out a newsletter which has more updates about the Redmond-Woodinville Road.

April 17:  Confirmation of Policies -- Staff and attendees finalized the preferred access plan for developments in between Redmond-Woodinville Road and 154th. The workgroup discussed a vegetated gateway treatment template and the feasibility of including a "naturescaping" design elements. Also, staff and attendees reviewed the proposed policy concepts and made additional comments.   The meeting summary provides highlights of the conversations.  This was the last meeting of the workgroup. The next steps for the polices and regulations involve several rounds of review including staff from the various City departments, the City's Technical Committee, the Redmond Planning Commission, and the Redmond City Council.  Additionally, residents will continue to have opportunities to provide comments and will be be invited to do so at a Public Hearing before the Planning Commission during the third quarter of 2008.
