May 10, 2006 -- Review of Sewer Capacity
Issues and other Regulatory Items
Scott Thomasson, city staff manager of the city's water and waste
water engineering, joined the discussion. The commission also
addressed the remaining regulatory items.
April 26, 2006 -- Review of 166th Avenue
NE Corridor Study
The Planning Commission was joined by consultants from David Evans
and Associates, who completed the study in February, 2005.
April 19, 2006 -- Review of proposed
policies relating to neighborhood gateways and view corridors
The Planning Commission reviewed policies and also began their
review of proposed regulations specific to infill housing,
dispersion policies and sewer capacity.
April 12, 2006 -- Review of Education
Hill Neighborhood Plan policies relating to neighborhood
communication and evaluation

review of the proposal to extend 183rd Avenue NE
This discussion was held with in the North Redmond Neighborhood Plan
agenda item.
March 15, 2006 -- Planning Commission
Review of the Transportation Issues
At the March 15th meeting the Planning Commission reviewed
transportation issues including consideration of the Citizen
Advisory Committee recommendations for:
1) A traffic signal at the intersection of NE 104th Street and 166th
Avenue NE.
2) The reconfiguration of 166th Avenue NE from 4 to 3 lanes between
NE 85th and NE 104th Streets.
March 8, 2006 -- Continuation of Housing
Issues
More specific discussion of housing affordability, with additional
information provided by Arthur Sullivan from ARCH (A Regional
Coalition for Housing).
February 22, 2006 -- Planning Commission
Discussion of Housing Issues
The review of issues related to housing began, focusing on accessory
dwelling units (ADU's) and Backyard homes; and housing
affordability.
February 15, 2006 -- Public Hearing
The public hearing for the Education Hill Plan was held, with four
persons giving testimony to the Planning Commission. After the
public hearing was closed, commissioners individually identified
issues for further discussion.
February 8, 2006 -- Planning Commission
begins review of Education Hill Neighborhood Plan Update
The Planning Commission began their review of the proposed draft
policies and regulations and identified areas of interest and
concern for further discussion.
January 11, 2006 -- Citizen Advisory
Committee final review and approval of draft policies and
regulations for the Education Hill neighborhood plan update

and Low Impact Development Policy Recommendations
The Education Hill CAC met to discuss parks and recreation
related recommendation to the neighborhood plan policies and
regulations. In addition, they also discussed Low Impact
Development technologies and practices, along with Backyard home
concepts.
August 8, 2005 Continued Transportation
and Neighborhood Communication and Advocacy
The Education Hill CAC met to continue the discussion of
recommendations to neighborhood transportation policies. The
session included a roundtable review of interests and establishment
of priorities for inclusion in the neighborhood plan policy update.
The formation and support of a neighborhood group was also
discussed. The group's primary purpose would be to continue
liaison relationships among City officials, staff, and the
neighborhood's residents.
August 3, 2005 Continued Transportation
and Housing Discussions
The Education Hill CAC met once again to continue the discussion
of housing. This evening's topic included duplex, tri-plex,
and four-plex recommendations. The group examined the
redevelopment potential for the neighborhood's long term. As
well, the group progressed through a discussion of supporting the
166th Ave NE conversion project proposed by the City. Several
considerations for the corridor resulted from a roundtable involving
all members present.
July 18, 2005 Housing and Transportation
The Education Hill CAC met to continue the discussion of housing.
This evening's topic included multi-plex housing which describes
duplex, tri-plex, and four-plex structures. The group also
began to discuss amenities for the intersection at NE 104th Street
and 166th Ave NE such as lighting, benches, and crosswalks.
June 27, 2005 Parks, Recreation, Trails
The Education Hill CAC met with Planning and Parks Planning staff
to discuss connections and park amenities through the neighborhood.
Trails were heavily discussed as they represent the core
opportunities within Education Hill.
June 20, 2005 Transportation &
Connections
The Education Hill and North Redmond CAC members came together
for an evening of transportation discussions with City staff and to
participate in a planning workshop. The emphasis was on the
long range transportation alternatives throughout the neighborhoods
and immediate vicinity in addition to connections with regards to
long range plans and trends.

June 6, 2005 Design Standards, Infill
Housing Ideas
The Education Hill CAC met to continue the discussion of design
standards and infill development opportunities. The group
review the design standards adopted for the Grass Lawn Neighborhood.
May 31, 2005 Affordable Housing
The Education Hill CAC met to discuss affordable housing issues
and opportunities within the neighborhood. Arthur Sullivan of
A Regional Coalition for Housing (ARCH) returned to help the group
define their interests, the needs of the immediate community, and to
develop goals related to affordable housing initiatives.
May 23, 2005 Continued Review of Open
House Results and Development of Recommendations
As a continuation of the previous meeting, the Education Hill
Citizen Advisory Committee (CAC) met to review the written comments
made by citizens at the May 5th Neighborhood Open House. This
evening the CAC began the development of policy recommendations
through consideration of the Comprehensive Plan, the 20 year vision
developed for the neighborhood and the input received at the May 5th
Open House. The CAC members considered design standards and
reviewed the existing policies and regulations pertaining to the
City's current standards.
May 16, 2005 Review Open House comments,
begin policy development
The Education Hill Citizen Advisory Committee (CAC) will meet
from 5:30pm to 7:30pm to review the written comments made by
citizens at the May 5th Neighborhood Open House. This evening the
CAC will begin the development of policy recommendations through
consideration of the Comprehensive Plan, the 20 year vision
developed for the neighborhood and the input received at the May 5th
Open House. All meetings are open to the public, with time at the
beginning of each meeting for public comment and short discussions.
Meeting location will be at the Assembly of God Church located at
16601 NE 95th Street. Please park on the west side of the building.
May 5, 2005 Education Hill and North
Redmond Neighborhood Open House
On May 5th, from 5:00 pm to 7:00 pm, about 75 residents of both
Education Hill and North Redmond joined with the members of the CACs,
staff and City officials to learn about the progress made toward the
update of the respective neighborhood plans. This event took place
at Redmond Junior High School. Residents were asked to bring their
top ten issues and thoughts to this event so that they may be
considered throughout the remaining stages of the neighborhood plan
updates, policy development, and review and adoption by the Redmond
Planning Commission and City Council.

Continued Discussions (note time)
The Education Hill Citizen Advisory Committee will meet from
5:30pm to 7:30pm to continue the discussion of the long range vision
for the neighborhood. This and the next several evenings serve
to continue the research and development of recommendations that
will eventually update the current neighborhood plan within
Redmond's Comprehensive Plan through policy and text modifications.
The discussion of neighborhood character and other topics of
interest will take place. This and subsequent sessions will
continue to be organized as public meetings with time in the
beginning for public comment and short discussions. This
meeting will take place at the Redmond Assembly of God Church
facilities at 16601 NE 95th Street, the southeastern corner of NE
95th and 166th Avenue NE. Please park on the west side of the
building.

The Education Hill Citizen Advisory Committee met to continue the
discussion of the long range vision for the neighborhood. The
discussion of housing wrapped up and the conversation moved into the
topics of neighborhood character and transportation.

Discussions
The Education Hill Citizen Advisory Committee met to discuss the
long range vision for the neighborhood. This evening served to
continue the research and development of recommendations that will
eventually update the current neighborhood plan within Redmond's
Comprehensive Plan through policy and text modifications. The
discussion of housing continued as well as the topics of
neighborhood character, housing design, and land uses.
April 13, 2005 Issues and Opportunities
Discussion
The Education Hill Citizen Advisory Committee will meet from
6:30pm to 8:30pm to discuss the long range vision for the
neighborhood. The evening commences the research and
development of recommendations that will eventually update the
current neighborhood plan within Redmond's Comprehensive Plan
through policy and text modifications. As well, the
recommendations and resulting policies will initiate changes to
Redmond's Community Development Guide in the form of regulations.
Chair Rev. Robroy Ranger will provide an introduction to the draft
of the updated introduction to the Comprehensive Plan Neighborhoods
Element.
March 28, 2005 Planning 101 for CAC
Members
The CAC members for the Education Hill and North Redmond
neighborhoods met with City staff from the Planning Department to
discuss programs and opportunities. On hand was Steve Fischer
who described the development application and review process.
As well, Jeff Churchill shared the details of place making and
gateway projects.
March 14, 2005 Public Safety and Finance
101 for CAC Members
The CAC members for the Education Hill and North Redmond
neighborhoods met with City staff from the Finance Department, Fire
Department, and Police Department to discuss existing programs,
planned improvements, and the future vision for Redmond.

March 7, 2005 Transportation Master Plan
(TMP) 101 for CAC Members
The CAC members for the Education Hill and North Redmond
neighborhoods met with City staff from the Planning Department and
Public Works Department - Transportation Division to discuss the
Transportation Master Plan Update. The two neighborhood groups
have been asked to examine the TMP Update documents in order to
provide comment to the City and the consultant. This session
was designed to provide additional information related to the
report, assistance with understanding new terminology that is
introduced in the document, and to offer direction when considering

February 28, 2005 Natural Resources and
the Environment 101 for CAC Members
The Education Hill and North Redmond Neighborhood CAC Members met
with City staff from the Public Works Department - Natural Resources
Division to discuss Redmond's variety of programs which support and
work to enhance the local and regional environment. Current
standards, innovations, and upcoming projects were discussed, as
well as opportunities through which residents may become directly
involved with enhancing the beauty and sustainability of their
neighborhood and the City. February

February 15, 2005 The 166th Avenue
Corridor Study Results for Education Hill CAC Members
Jeff Palmer, City of Redmond Neighborhood Traffic Calming
Coordinator, presented an update to the committee members and
solicited comments on the analysis, conclusions, and recommendations
from the 166th Avenue Corridor Study. The portion of 166th
Avenue ranges from NE 85th Street to NE 104th Street. The goal
of the project included reducing conflicts, clarifying the
right-of-way, and maintaining neighborhood speeds and community
character. David Evans and Associates examined safety
improvements for the intersection of 166th and 104th, along with a
four to three lane conversion of 166th between NE 85th and NE 104th
Streets. Please contact the neighborhoods planning team if you

January 24, 2005 Utilities 101 for CAC
Members
The Education Hill and North Redmond Neighborhood CAC Members met
with City staff from the Public Works Utilities Division and the
Natural Resources Division, along with Planning Department staff in
order to discuss Redmond's Water, Stormwater and Wastewater
utilities. Current standards, State and Federal requirements,
innovations, and upcoming projects were discussed. CAC
members learned about the science and infrastructure involved with
maintaining and updating the City's utility systems.

January 10, 2005 Parks 101 for CAC
Members
Both the Education Hill and North Redmond Neighborhood CAC
Members met with City Park Planning staff to discuss Redmond's
Parks, Recreation, Trails systems, and Art Programs. Community needs
and planned improvements were shared during this session with time
dedicated to group discussion.

December 13, 2004 Housing 101 for CAC
Members
This evening brought the Education Hill and North Redmond CAC
members together again for an instructional session related to
housing. Arthur Sullivan of A Regional Coalition for Housing (ARCH)
and Terry Shirk, Redmond’s Housing Planner, presented information
for Redmond communities and the region. ARCH is a cooperative effort
undertaken by fifteen Eastside cities and King County, and is
dedicated to increasing the supply of affordable housing in East
King County.

November 30, 2004 "Visioning
Continues" for CAC Members
The Education Hill CAC members continued the visioning
exercise as described on October 28th. The group met as an
individual neighborhood in order to confirm the summary of October
28th and to incorporate new ideas that have been shared by the
general community.

November 15, 2004 Transportation 101 for
CAC Members
This evening was a joint session with Education Hill and North
Redmond CAC members. The meeting was designed as an instructional
session, presented by Redmond Transportation Staff. The City’s
transportation infrastructure and design programs were discussed.
Additionally, participants had an opportunity to discuss the
Visioning Session of October 28th.

Session for CAC Members
This evening was a joint session with Education Hill
and North Redmond CAC members. The meeting encouraged creativity and
communication among members utilizing various discussion and work
group sizes. Members were asked to develop their personal vision for
mini-neighborhoods.

September 30, 2004
Commencement Meeting for CAC Members
This meeting was held on September 30th, from 6pm to
8:30pm. The purpose was to introduce members to the Neighborhood
Planning procedures, the Comprehensive Plan, and other rules and
laws of order for the duration of the Plan Update. CAC
notebooks were distributed and explained. Members also
discussed a change to the boundary between the two neighborhoods and
the inclusion of the residential portion of Sammamish Valley
neighborhood. View
