Design
On September 15, 2003 at the deliberations that concluded a process inviting public comments, the Architectural Selection Committee chose MulvannyG2 Architecture as the architectural firm to design the new City Hall.

The Architectural Selection Committee, a group that included the Mayor and City Council, invited three architectural firms to participate in a design competition for the new building:
     Zimmer Gunsul Frasca Partnership
     NBBJ
     MulvannyG2 Architecture
On September 9th, these three firms presented their design concepts at a televised City Council Study Session in the Council Chambers. Public open house events were held on September 11th and 13th, to provide opportunity for the public to review the design concepts and provide input into the selection process.

The new City Hall building will be oriented on the City Campus site to create a Municipal Campus Central Park area with strong connections to the Sammamish River, enhancing the Municipal Campus as a community-gathering place.  The park will be developed in phases in accordance with a Master Plan, which was completed the summer of 2004.

The City is committed to sustainable design practices and will pursue a LEED Silver certification for the new City Hall building. LEED (Leadership in Energy and Environmental Design) standards are established by the U.S. Green Building Council (USGBC), with the goals of:
          Defining "green building" by establishing a common Standard of Measurement.
          Promoting integrated, whole-building design practices.
          Recognizing environmental leadership in the building industry.
          Stimulating green competition.
          Raising consumer awareness of green building benefits.
          Transforming the building market.

Financing
Bonds closed on April 6, 2004, securing financing for the project. A favorable interest rate environment resulted in future debt service payments that matched the City's projections.
