This City of Redmond Shoreline Master Program Update revises the 2004
Shoreline Master Program Update the City Council approved (adopted
Ordinance 2221). Shoreline Master Programs must go through Department of Ecology
(DOE) state filing requirements and approval. This work has been ongoing
over the past few years; hence Ordinance 2221 never became effective.
Ordinance 2221 has been revised to reflect filing comments from the
Department of Ecology and their Attorney General (AG). The format for
the Update uses the underlying Ordinance 2221 with edits in response to
DOE and their AG. These edits are required to satisfy both parties, the
Shoreline Management Act, and State Shoreline Master Program Guidelines.
The Update also includes revisions made by the Planning Commission in
response to public comments and the Commissions’ review of the proposal
from October 2007 through January 2008. At their January 23, 2008 study
session, the Commission voted and recommended Council approval of the
2007 Shoreline Master Program Update. At the August 19 Council
meeting, Council approved
Ordinance 2410, which now must be approved by the Department of
Ecology.
Three main documents make up the bulk of the 2007 Shoreline Master
Program Update: Shoreline Policies,
Shoreline Regulations, and
Shoreline
Definitions. Additional
documents revised in the update include those sections of policies and
regulations that cross-reference the shoreline update. These
supplemental documents include:
Policy Revisions to the Comprehensive
Plan, 20C Regulations,
Dredging Regulations,
Design Standards,
Special
Use Regulations, and 20F.
The Shorelines Environments Map designates
proposed shoreline environments depending upon the shoreline conditions
and underlying zoning. Additional maps
(Figure S-1,
Figure S-2,
Figure S-3) that supplement the shoreline policies are related to
shoreline access, both physical and visual.
The City Council will begin their review of the Commission’s proposal
in March; likely taking action on the 2007 Shoreline Master Program
Update in April.
