Overlake/Viewpoint Transportation Modeling Results

In response to concerns raised by Viewpoint residents, the City added three additional intersections to the Overlake transportation analysis conducted in preparation for the publication of the Overlake Neighborhood Plan Final Supplemental Environmental Impact Statement (Final SEIS), issued August 30, 2007.

Of the three intersections added, two are within the Viewpoint Neighborhood and one is near the Viewpoint Neighborhood but located in Bellevue.  The analysis modeled average delay times at the three intersections in the year 2030 under two alternatives: No Action and Action.  At each of these intersections there was only a slight difference in seconds of delay between the two alternatives.  Average seconds of delay were then converted to intersection level of service (LOS), summarized below.

  • The intersection at West Lake Sammamish Parkway and NE 40th Street operated at LOS B in 2005 and is projected to continue to operate at LOS B in 2030 under either alternative.
  • The intersection at 164th Avenue NE and NE 24th Street in Bellevue operated at LOS B in 2005 and is projected to continue to operate at LOS B in 2030 under either alternative.
  • The intersection at West Lake Sammamish Parkway and NE 24th Street operated at LOS C in 2005 and is projected to operate at LOS D in 2030 under either alternative.
