Overlake Neighborhood  
Phase II Policy and Regulatory Updates

Since adoption of the Overlake Neighborhood Plan Phase I Updates in December 2007, a number of clarifications and additional changes have been identified, as described below.  The City Council approved this package of policy and regulatory amendments on October 20, 2009.  The policy amendments were adopted under Ordinance 2492 (large file) and the regulatory amendments were adopted under Ordinance 2493 (large file).

  • Land use designation policies included in the Land Use Element
  • Locating Overlake Neighborhood policies with Downtown Neighborhood policies in an Urban Centers Element of the Comprehensive Plan
  • Allowed uses definitions
  • Regulations for phasing future commercial capacity increases in the Employment Area
  • Frontage improvement requirements
  • Overlake Village Sub-Area Incentive Program clarifications to affordable housing bonus and maximum permitted density
  • An update to the SEPA Planned Action Coverage for Overlake
  • Removal of out-dated interim parking regulations
  • Other policy and regulatory amendments as needed to carry out the 2008-10 implementation actions of the Overlake Master Plan and Implementation Strategy
