Temporary Construction Discharge Permit

This permit allows discharge of construction surface water and stormwater to the City of Redmond sewer system. The City of Redmond has jurisdiction over the Temporary Construction Discharge Permit.

The City's requirements for permitting are as follows:

  • King County Discharge Authorization is required for a Temporary Construction Discharge Permit. Discharge criteria outlined in the authorization must be met and maintained at all times.

  • Preparation of an 11" X 17" drawing showing the following: 
    a. Location of the discharge and/or wheel wash
    b. Pump location and capacity in gpm
    c. Sump details
    d. Discharge flow monitoring and reporting plan
    e. Downstream conditions and capacity and
    f. Any other pertinent information as specified by the City's Engineer

  • The Developer/Contractor shall submit to the City the following fees:
    a. Side sewer permit fee ($402.77)
    b. Cleaning Deposit ($5000 minimum)

  • The Developer/Contractor shall be responsible for notifying the Inspector and the City a minimum of 48 hours prior to the discharge into the sanitary sewer system.

  • Monthly flow report outlining the dates, times, and quantities of the discharge.

  • The City of Redmond will inspect the sewer mains to be used prior to connection and immediately following completion of temporary discharge use. It is the responsibility of the the Developer to notify the City to inspect the sewer mains. Inspection will be used to determine pre-discharge condition of the sewer main and to determine if the mains require cleaning post-discharge. The Developer is required to hire a company to flush the mains prior to the refund/release of the cleaning deposit.

Temporary Construction Discharge permits are invoiced on a monthly basis. The contractor is required to provide a monthly flow report outlining the dates, times, and quantities of discharge. The discharge volumes are invoiced to the contractor at the commercial rate for sewer discharge. The discharge flow monitoring system shall be approved by the Utility Project Manager prior to issuance of the Temporary Discharge Permit.
