A "special event" is defined as any activity occurring on private or
public property that affects the standard and ordinary use of public
streets, rights-of-way and/or sidewalks. This includes, but is not
limited to fairs, festivals, foot runs, bicycle races and block
parties. Any such event requires a Special Event Permit obtained from
and issued by the City. Private social gatherings that make no use of city streets
other than for lawful parking do not fall under the special event
category and therefore do not require a permit.

A "miscellaneous" or "non-traditional" use is defined as an
activity, gathering, or use of property or recreation area that is not
regulated by a standard rental procedure. Examples of non-traditional
activities may include: large group gatherings, tournaments, and events;
educational and scientific projects, activity in which a profit is
derived, including fundraising; commercial photography and filming
(application requires a different permit and additional conditions or
