A review panel will evaluate innovative housing proposals
according to the criteria and parameters identified in
Ordinance 2409.
The three broad criteria against which
proposals will be evaluated are found on page 1 of the regulations (page
4 of the ordinance).
They are:
1. Provision of a variety of housing choices (specifically
demonstrating, but not limited to, those housing styles identified in
the ordinance)
2. High quality design
3. Compatibility with surrounding single-family development
4. Improving housing affordability options.
The specific parameters that applicants must consider in their
proposals are found starting on page 11 of the ordinance; they will also
be used in the evaluation process.
They pertain to:
1. Housing type
2. Design standards
3. Basic site requirements
4. Unit size limits
5. Unit number limits
6. Project location
7. Number of allowed demonstration projects
8. Public notice requirements
9. Utilities and access requirements
10. Development size
11. Ownership structure
12. Community buildings
13. Accessory dwelling units
14. ADA compliance
15. Affordability
16. Parking
17. Trip generation
18. Critical areas
The Review Panel will receive an evaluation matrix to aid in the
decision-making process; it will include the criteria and parameters
outlined above.
