E-911 Technical Systems Coordinator

SALARY:  $5,100 - $6,479 per month

DATE CLOSED:  Open until filled.

DURATION:
  Two (2) year limited duration position with benefits.  Position is funded through King County 911. The City intends to seek additional funding beyond two years.

Duties:
Under the direction of the Application Services Manager, this position will provide the leadership and technical expertise for planning, implementing and maintaining the enhanced and "next generation" hardware and software system (including the newer and changing features of Positron's Viper phone system) for the Police E-911 Communications Center.  Other duties include, but are not limited to:  serves as the Police Department's key project coordinator and liaison responsible for carrying out the system enhancements planned by the King County E-911 Program Office; coordinates with the King County E-911 Program Office to implement and enforce revised security policies and practices for the next generation system; provides advice to Police Command staff with information needed for evaluating the possible impacts, resources and training requirements with changing E-911 hardware and software solutions; and other duties as assigned.   

This position will also maintain and support the current E-911 communications and data systems.  Such work includes, but is not limited to: providing support of the Communications Center's Spillman Computer Aided Dispatch system (CAD) and Geographic Information System (GIS) components, as well as the Positron power telephone system.

Qualifications:
Knowledge of and skills in:
-E-911 systems, including Positron's Viper phone system.
-Public safety radio.
-Integrating current and future technology with existing systems.
-Program development methodologies.
-Project management methodologies including the creation and coordination of project teams, developing project definitions and project plans.
-Microsoft Windows and Unix operating systems.
-Knowledge of E-911 data sets such as street centerlines, address points and emergency service areas.
-Basic knowledge of the principles, theories and methods of GIS, particularly as utilized within the ArcGIS software.
-Editing versioned data sets and data such as address points and emergency service zones using ArcGIS software.


Ability to:
-Communicate effectively, both verbally and in writing, to technical and non-technical individuals at all levels of the organization.
-Work independently and as part of a team.
-Prioritize workload and manage time efficiently meeting deadlines and completing assignment in a timely manner.
-Handle multiple projects simultaneously.
-Apply a high degree of attention to detail where accuracy is a key feature.
-Understand customer needs and provide clear solutions to problems.
-Create system and process documentation.
-Establish and maintain effective working relationships with all levels of City staff and outside agencies.

Education and Experience: Any combination equivalent to:  BA in computer science or a closely related field and a minimum four years of progressively responsible experience coordinating and developing computer, telecommunications and web based communications systems.

Licenses/Requirements: Valid Washington State Driver's License by date of hire and maintain an insurable driving record. Fulfillment of bargaining unit agreement membership required within 30 days of hire. Must be able to successfully pass an extensive background investigation.

Working Conditions: Work is performed primarily in an office environment.  Travel is required among various City facilities, as well as some outside travel.  Physical effort is required to bend, reach, and lift equipment and supplies up to 40 pounds.  Attendance at meetings and response to urgent user or information systems situations may require working evening or weekend hours.
