Duties:
Under the direction of the Application Services Manager and in close coordination with the GIS Manager, the Senior GIS Programmer Analyst will play a critical role in the expanded use of geospatial information and applications throughout the organization.  The position is responsible for the design, development, testing, implementation and support for GIS applications.  The position will focus on Internet mapping tools, but will also develop GIS-enabled, web and desktop business applications for internal and external use.  The position is responsible for providing a robust infrastructure for application and data delivery through the installation, configuration, maintenance and ongoing support of ESRI server and desktop software.  The position will assist in the development of project proposals, participate in GIS planning activities and advise leadership on the adoption of GIS practices and tools.  The position will work with other application development staff to establish a single, consistent set of best practices and tools for both business and GIS applications.

Qualifications:
Working knowledge of: ESRI ArcGIS suite of products, including ArcGIS Desktop, ArcGIS Server, ArcGIS Mobile, and ArcSDE; web application development using  JavaScript, Flex, Silverlight, WPF, ColdFusion, ASP.NET, C#, VB.NET, Microsoft SQL Server or similar tools; relational database concepts; ArcGIS Server and ArcSDE administration.
Skill in: designing and developing web and client/server application; reading and interpreting application and database design documents such as use cases and entity-relationship models; creating and maintaining technical documentation; creating and executing application test plans.
Ability to: communicate effectively in written, spoken and graphical formats; establish and maintain effective interpersonal relationships with all levels of city staff; handle multiple project responsibilities and manage time effectively; evaluate alternatives and make recommendations; troubleshoot problems, identify root causes and take corrective action; help shape, then follow, standard application development practices.

Education and Experience:
Bachelors degree in Geography, Computer Science, Engineering or related discipline and a minimum of six years experience developing GIS applications utilizing ESRI's products.  In addition, candidates should have a minimum of two years experience developing applications using ArcGIS Server with a Microsoft SQL Server backend.  Preference is given to experience with JavaScript, Silverlight, WPF, ASP.NET, C#, Microsoft SQL Server.

Licenses/Requirements: Valid Washington State driver's license by date of hire and a driving record that meets city standards.  Fulfillment of bargaining unit agreement membership is required within 30 days on hire.  Must submit to and pass a police background check.

Working Conditions: Work is performed primarily in an office environment.  Daily travel is required among various city facilities as well as some outside travel.  Physical effort is required to lift equipment & supplies up to 50 pounds.  Attendance at meetings & response to urgent user or information systems situations may require working evening or weekend hours.  Work assignments may occasionally or periodically require remaining on-call in the local area within range of phone pagers or mobile phones & responding as needed to urgent or emergency situations during evenings, nights, weekends & holidays.
