ABOUT THE POSITION: The City of Redmond
is seeking a highly qualified and enthusiastic employee to serve our City as a
full time Surface Water Technician in the Public Works Department. The ideal

Essential Duties:
Under the direction of the Environmental Quality Section Supervisor, this
position is responsible for planning, development, implementation, and
management of surface and storm water monitoring program to support the Natural
Resources division in meeting its surface water quality improvement, and
stormwater capital improvement goals; and to assure compliance with Federal,
State, Regional, and City codes. Essential duties and responsibilities include,
but are not limited to:
- Develop storm and surface water monitoring programs for compliance with TMDL's
and NPDES Phase II Municipal Stormwater Permit. Develop/adopt plans, policies,
and procedures in support of the water quality sampling program.
- Research, evaluate, select, and implement effective methods for collecting
biological, hydrologic, and chemical data in surface water and storm water
conveyance systems. Conduct field work needed to collect data including, but
not limited to, water quality grab sampling using grab samples and field meters,
equipment calibration and installation, data downloads, benthic macroinvertebrate sampling.
- Perform statistical, hydrologic, and integrity analyses on a wide range of
environmental data including stream and stormwater flow rates, stream and
stormwater ambient parameters, surface water data, and laboratory quality
control data. Synthesis of this data will be a key component in planning and
development of a stormwater programs and activities.
- Monitor changes in water quality, along with the effectiveness of structural stormwater BMPs, to allow the City to adaptively manage activities, projects and
programs. This could include low impact development BMP monitoring.
- Analyze, interpret, and evaluate local, state, and federal regulations and laws
for potential requirements related to storm and surface water monitoring and
initiate new or refine existing monitoring programs in alignment with regulatory
requirements such as Lake Washington/Cedar/Sammamish habitat conservation plan, NPDES Phase II Municipal Stormwater permits, local, state and federal
regulations and laws, ESA response, TMDLs, etc.
- Assist Project Managers in developing and designing water quality monitoring
plans (QAPPs) for stormwater treatment facilities.
- Create or adopt effective Quality Assurance/Quality Control plans and protocols
for city surface and stormwater programs.
- Maintain records; monitor data trends, prepare technical documents, reports,
and maps; and provide scientific recommendations. This could include selection
or development of a database capable of managing continuous and incidental
datasets.
- Positively interact and coordinate with City Council staff, contractors,
businesses, regional interest groups, the community, other jurisdictions and
public agencies to exchange information, coordinate planning efforts, and
resolve issues and concerns for programs and services related to storm water
issues.
- Contribute technical expertise to other divisions and departments regarding
water quality, stormwater BMP effectiveness, emerging technologies, etc.
- Negotiate, prepare and administer consultant and laboratory contracts.
Other duties may include: Serve as City's representative in various local and
regional committees and outside agency meetings related to water quality
monitoring, standard operating procedures, WRIA 8 Salmon recovery, TMDLs, NPDES
Phase II Municipal Stormwater Permit and Puget Sound Partnership initiatives;
conduct studies to assess the potential impacts of activities on natural
resources; prepare and deliver presentations; investigate grant opportunities
and prepare applications related to surface and stormwater monitoring and
regulatory compliance to leverage the economic ability of the City to protect or
enhance water quality; assist in and support public involvement and education
related to storm and surface water quality; occasionally support and assist
other field staff with data collection, confined space entry, traffic control.
Qualifications:
Knowledge of: structure and functions of City government; relevant laws,
regulations; policies, protocols, methods and procedures related to storm and
water quality monitoring, various monitoring equipment/technologies, NPDES Phase
II Municipal Stormwater Permit, ESA, and TMDLs.
Skill in: collecting/interpreting hydrogeological information; creating and
maintaining relational databases, spreadsheets, drawings and maps; analyzing
data for quality assurance/quality control; analytical and organizational
assessment and problem solving; calibrating and installing data logging
equipment, instrumentation, and software; preparing, organizing, and maintaining
records/files; prioritizing work, multitasking, and meeting competing deadlines.
Ability to: proficiently use personal computer and MS Office software, SQL
Server, GIS software; foster collaborative group processes; work independently
and as a team member; organize and present ideas; prepare, track and evaluate
budgetary trends; project expenditures and accurately assess funding
requirements; gather data, analyze trends, and identify areas of concern; deal
tactfully and effectively with the community, public officials, city staff, and
consultants; communicate effectively orally and in writing.
Education and Experience:
Any combination equivalent to: Bachelor of Science degree in biology,
environmental science, engineering or other closely related field; and four
years experience working in water resources or environmental issues. Course
work in biology, chemistry, calculus, and/or statistics desired. Experience
with ARCVIEW, ESRI, and statistical software preferred.
Licenses/Requirements:
Valid Washington State driver's license required by date of hire.
Fulfillment of bargaining unit agreement membership is required within 30 days
of hire.
Working Conditions:
Work is performed in an office environment and in the field, sometimes
during inclement weather and in confined spaces. Occasionally required to lift
or move up to 50 pounds, climb ladders and stairs, bend, twist, squat, kneel and
reach.
