GIS Technician

SALARY:  $3,998 to $4,978 per month, DOQ

Duties:
Maintains City’s central Geographic Information System (GIS) databases (water, sewer, stormwater, transportation, and parcels); ensures accuracy and completeness of graphic data capture, topological relationships and data attribution; interprets engineering, planning and tax maps; works with departmental data stewards to understand content of GIS data sets and requirements; works with GIS Manager to develop data capture procedures and documentation; performs map calculations for attribute population and map production.

Qualifications:
Knowledge of: engineering and construction terminology and methods; surveying; using algebraic formulas, trigonometry, and statistical methods to accomplish assignments; GIS concepts and principals including but not limited to projections, scale, topology, and spatial queries; basic cartography and map production; database concepts and principals including but not limited to database design, normalization, and constraints; GIS software (ESRI ArcGIS); database software (MS Access, MS SQL Server).
Skill in: maintenance of large GIS datasets; map production; performing spatial analyses; assisting users and user groups in determining and communicating their information needs; establishing and maintaining effective working relationships with all levels of City staff, other agencies, citizens, developers, and consultants; and operating computer, applicable software and related peripheral devices including printers, plotters, and digitizers.
Ability to: read and interpret a wide variety of documents, including subdivision maps, base maps, site plans, construction plans, and applicable policies and procedures; perform mathematical calculations associated with the work; handle multiple projects simultaneously; prioritize and manage time efficiently; communicate effectively, both verbally and in writing; provide oral and written information and respond to inquiries from public and private agencies, as well as, City departments; and work independently and as part of a team.

Education and Experience:
Any combination equivalent to: bachelor’s degree in Earth Science, Geography, Engineering, Computer Science or related discipline and two (2) years experience using GIS applications. Experience using GIS to maintain cadastral datasets (parcels, right of way) is preferred.

Licenses/Requirements: Valid Washington State driver's license by date of hire and a driving record that meets city standards. Fulfillment of bargaining unit agreement membership is required within 30 days on hire.

Working Conditions: Work is performed primarily in an office environment.
