Transportation Engineer (Journey and Senior Level)

Duties:
Under the direction of the Transportation Services Manager, this position will work closely with a team of professional and technical staff to manage transportation studies and design projects that implement the City’s multi-modal transportation master plan. Duties include: managing corridor and sub-area studies, managing preliminary design of intersections, corridors, and non-motorized improvements, reviewing and coordinating with CIP projects and outside agency projects, analyzing of traffic modeling information, preparing and delivering contracts, memos and presentations, managing project budgets, facilitating internal and public meetings, and performing other duties as assigned. May also include review of private development applications for compliance with City transportation codes, policies and standards.

Qualifications:
Knowledge of: transportation engineering and planning concepts, principles, and practices; context sensitive design; transportation engineering design; transportation analysis or modeling; technical aspects of street, pedestrian, bicycle and transit facilities.
Skill in: establishing and maintaining effective working relationships with all levels of City staff, other agencies, citizens, developers and consultants; managing multiple projects and priorities with competing deadlines; field inspection of sites proposed for development and construction activities; use of personal computer and software (MS Office Suite).
Ability to: communicate effectively in writing; speak at public meetings, Council meetings, and other commissions; lead and work as part of a team; independently develop alternative engineering and planning methods and detailed analysis based on sound professional judgment; make complex design or technical decisions and interpret policy with minimal oversight; interpret and explain technical information to a variety of non-technical audiences; manage consultant contracts to scope, schedule, and budget.

Education and Experience:
Any combination equivalent to: Bachelor’s degree in Civil Engineering, AND five (5) to seven (7) years of engineering experience; additional education may substitute for experience. For the senior level, certification as a Professional Engineer (PE) license or equivalent is required. For the journey level, a PE is preferred.

Licenses/Requirements: Valid Washington State driver’s license by date of hire, and a driving record that meets City standards. Fulfillment of bargaining unit membership within 30 days.

Working Conditions: Work is performed in an office environment with fieldwork required. May be exposed to varied terrain and physical hazards when performing on-site inspections. May be required to attend occasional evening meetings.
