Duties:
This position serves as the responsible engineer for the design and
construction of public works projects included in the City’s capital improvement
program. Duties include but are not limited to: coordinating and managing
street, water, wastewater, storm drainage, parks, facilities, and other
municipal projects through the use of consultants, contractors and City staff;
performing engineering plan reviews to assure compliance with City codes,
ordinances, and engineering practices and standards; developing specifications
and cost estimates for contract work to be performed on City construction
projects; coordinating the work of contractors and consultants; inspecting
construction in progress and upon completion to verify compliance with contract
conditions, specifications, codes and timelines and to authorize payment;
communicating with contractors regarding issues related to contract
specifications, materials, costs, safety, and timelines; positively interacting
with City Council and staff, contractors, businesses, public agencies, citizens
and other jurisdictions to exchange information, coordinate projects, and
resolve issues; and performing other duties as assigned.
Qualifications:
Knowledge of: principles, practices and methods of public works design, survey
and construction; technical aspects of municipal engineering; and applicable
laws, codes, policies and procedures.
Ability to: plan and implement capital improvements; prepare and review plans;
develop specifications and coordinate the work of consultants and contractors;
interpret and apply codes and regulations; manage multiple projects and
priorities; work independently with little direction; and use personal computer
and software.
Education and Experience: Any combination equivalent to: Bachelor’s
degree in civil engineering and five (5) years increasingly responsible civil
engineering experience, including at least two (2) years project management
experience. Professional Engineer’s (PE) license preferred. A Master’s degree
may substitute for two years of experience.
Licenses/Requirements: Valid Washington State
driver's license by date of hire and a driving record that meets City standards.
Fulfillment of bargaining unit agreement membership is required within 30 days
of hire.
Working Conditions:
Work is performed in an office environment with fieldwork required to review
projects. May be exposed to physical hazard from traffic or construction
equipment during on-site inspections.
