City Background:
Incorporated in 1912 and with a population of 49,890 residents, Redmond
is the seventh largest city in King County. It encompasses an area totaling 16.7
square miles and is located 20 miles east of downtown Seattle. The City prides

As the City continues to rapidly grow and attract new residents and businesses,
Redmond is seeking to fill one senior financial analyst vacancy within its
Financial Planning Division. The successful incumbent will join an exciting and
demanding team that will participate, support, and help shape the City's future.
The team serves as internal financial consultants on special projects throughout
the City. Expectations include facilitating and developing the City's $590.7
million biennial budget; monitoring trends in revenues, expenses and performance
of programs for key areas of the City; innovate improvements to current
processes and policies; participate and lead numerous special projects; and
present findings and conclusions of original analysis to City elected officials,
Department Directors and managers.
Job Duties:
Under the direction of the Financial Planning Manager, specific
responsibilities for this diverse position include:
Fiscal and Policy Analysis: The successful candidate will support, participate
and/or lead policy and financial analytic assignments. Specific responsibilities
include researching, analyzing, and evaluating complex financial programs,
utility rates and rate studies, and projects in a timely manner; analyzing
program performance, revenues, and expenses; and identifying emerging trends
affecting various City departments, capital programs and other special revenue
funds.
Leadership: The successful candidate will demonstrate administrative leadership
by innovating improvements to internal communications, data management and City
processes. Specific responsibilities include analyzing and resolving
operational, management, budget, capital and other fiscal and policy issues and
actively participating on interdisciplinary management committees and teams.
Presentations: The successful candidate will participate, support and/or lead
the preparation and presentation of clear and concise oral and written reports
and recommendations to the Mayor, Council, and the Department Directors and
preparing/presenting complex financial and policy analysis to non-technical
audiences.
Qualifications:
The successful incumbent will demonstrate excellent attributes in the following
areas:
Knowledge of: operating budget development techniques and capital financing
methodologies; generally accepted accounting principles; rate studies and rate
setting methodologies; and spreadsheet, database, graphic and word processing
applications.
Skill in: project management; facilitating internal process improvements in
small and large group settings; financial and economic research and analysis;
fiscal impact and economic modeling techniques; presenting complex financial
data to non-financial individuals; and organization and project management
skills.
Ability to: manage multiple, concurrent assignments while maintaining the
highest quality and timeliness for each; innovate improvements to existing
processes; analyze and prepare program budgets; develop revenue and expenditure
forecasts; apply independent professional judgment; research policy issues;
communicate effectively both orally and in writing with a variety of audiences;
work both independently and collaboratively; and maintain effective working
relationships.
The successful incumbent must be comfortable working in a dynamic environment
and be able to manage several projects on a timely basis and maintain the
highest quality research and analysis on each. Excellent verbal, written and
presentation skills are expected.
Education and Experience:
A bachelor's degree in public administration, finance, accounting, business
administration or closely related field and five (5) years experience performing
complex financial analysis.
Licenses/Requirements:
Valid Washington State driver's license required by date of hire and a
driving record that meets City standards.
Working Conditions:
Work is primarily performed in an office environment. Attendance at evening
meetings may be required.
