Duties:
Under the direction of the Human Resources Director, lead the
organization, coordination and performance of risk management activities related
to property and liability, workers’ compensation self-insurance program, and
safety.
• Identify and analyze loss data and align insurance protection appropriately
with risks and functions;
• Manage insurance procurement through the negotiation and purchase of
property and liability insurance packages;
• Identify and evaluate risk associated with facilities and programs for
potential loss and make recommendations to reduce or eliminate loss;
• Provide technical advice to all levels of management and staff regarding
insurance and liability provisions included in construction contracts, leases
and other agreements;
• Coordinate the claims adjudication process;
• Review, analyze and implement Federal, State and local laws related to
liability, property, employment benefits, and safety matters;
• Participate as part of the Human Resources strategy team; analyze and make
recommendations on issues related to benefits, labor relations, and employment.
• Respond to inquiries regarding risk management issues;
• Prepare written and oral presentations;
• Work with Risk Analyst in the day-to-day administration of the City’s
Workers’ Compensation program;
• Recommend, market and administer safety programs, policies, and training;
• Participate in budget preparation and allocation;
• Establish and maintain records;
• Perform related duties as assigned.
Qualifications:
Knowledge of: Risk Management functions and responsibilities including property
and liability, workers’ compensation, insurance, safety, self-insured programs,
and related Federal, State and local laws.
Ability to: research issues, analyze data and prepare recommendations;
communicate effectively, both orally and in writing; maintain confidentiality;
establish and maintain collaborative and effective working relationships with
coworkers, legal staff, managers, and elected officials.
Education and Experience:
Any combination equivalent to: Bachelor’s degree in business, public
administration, human resources management or related field and five years of
professional risk management experience involving property and liability,
workers’ compensation and safety. ARM and CPCU certifications preferred.
Licenses/Requirements:
Valid Washington State driver's license at time of hire and a driving
record that meets City standards.
Working Conditions:
Work is primarily performed in an office environment. Occasional attendance at
evening City Council meetings may be required.
