SALARY:  $3,795 - $5,739 per month DOQ (2006 rates)

Duties:
Under the direction of GIS/Database Manager, this position will: develop enterprise and web applications utilizing ArcGIS Server as well as applications extending ArcGIS Desktop; participate in all phases of systems development, including analysis, design, development and maintenance of software programs, creation of technical design documents, development of technical and user test scripts, execution of system tests, write user documentation and conduct user training; analyze, design, develop, maintain, test, implement, and document geospatially enabled applications of varying size and complexity; provide assistance to the Senior Systems Analysts, GIS Manager and Applications Services Manager; research new applications; assist with future growth plans; provide recommendations and justification as requested; install and maintain the ArcGIS Server; prepare, develop and maintain accurate and timely reports and other written documents as directed; participate in and support team activities in a constructive, open and positive manner; and provide technical assistance and support to City staff using strong customer service skills.

Qualifications:
Knowledge of: object-oriented programming principles, developing Microsoft .NET applications (C#/VB.Net), and familiarity with both desktop and server ESRI ArcGIS software products. Candidate must show thorough knowledge and experience with enterprise relational databases (MS SQL Server).
Skill in: analyzing, designing, developing and maintaining GIS software programs.
Ability to: support multiple departments with a variety of applications; communicate effectively both orally and in writing; and establish and maintain effective interpersonal working relationships with all levels of city staff and outside vendors.

Education and Experience:
Any combination equivalent to: Bachelors degree in computer science, engineering, geography, or closely related field and 5 years related job experience required.

Licenses/Requirements: Valid Washington State driver's license by date of hire and a driving record that meets city standards. Fulfillment of bargaining unit agreement membership is required within 30 days on hire. Must submit to and pass a police background check.

Working Conditions: Work is performed primarily in an office environment. Daily travel is required among various city facilities as well as some outside travel. Physical effort is required to lift equipment & supplies up to 50 pounds. Attendance at meetings & response to urgent user or information systems situations may require working evening or weekend hours. Work assignments may occasionally or periodically require remaining on-call in the local area within range of phone pagers or mobile phones & responding as needed to urgent or emergency situations during evenings, nights, weekends & holidays.
