Duties:
Under the direction of the Fire Chief, this position plans, directs, and coordinates various business services, programs and operations for the Fire Department. Position manages and coordinates preparation and monitoring of operational and capital budgets, and does budget forecasting and analysis; researches and analyzes financial operations, policy issues, programming and services; advises and makes recommendations to department managers; acts as liaison with Financial Planning; oversees and coordinates staffing, performance development and training; and other duties as assigned.

Qualifications:
Knowledge of: Accounting and budgeting programs, principles and practices; program management, personnel management and supervision.
Skill in: Financial analysis and forecasting; creating and working with complex Excel spreadsheets and Access database applications; strong analytical and mathematical aptitude; problem solving; leadership; customer service.
Ability to: prepare and administer operating and capital budgets; analyze and interpret statistical and narrative data; plan and organize work; communicate effectively, both orally and in writing, and to establish and maintain effective working relationships.

Education and Experience:
Requires B.A. in Finance, Accounting, Business, Public Administration or related field and five (5) or more years progressively responsible experience in finance, program management, policy analysis or related field, or any equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities. Previous municipal/government finance experience preferred.

Licenses/Requirements: Valid Washington State driver’s license by date of hire and a driving record that meets City standards.

Working Conditions: Work is primarily performed in an office environment with periods of potentially stressful situations and frequent interruptions. Occasional evening work may be required. May occasionally be required to lift boxes or files, usually not exceeding 20 pounds.
