Engineering Supervisor - Stormwater, Habitat and Wellhead Protection

Duties:
Under the direction of the Natural Resources Division Manager, this position is responsible for supervising and evaluating 7-10 engineering and technical staff focused on storm drainage and stormwater management, stream erosion repair and habitat enhancement, water quality improvements, groundwater protection and related activities intended to ensure compliance with community goals, State and Federal regulations such as Department of Ecology stormwater manual, Federal Clean Water Act, Endangered Species Act, and National Pollution Discharge Elimination System Phase II. Position also directly manages all aspects of the Natural Resources Capital improvements program including project identification and development, design, budget preparation and tracking, and managing consultants and contracts. Work may include field supervision of work crews, coordinating with inspectors and directing construction activities. Responsibility for overseeing stormwater master planning efforts; GIS and Database management; stormwater utility billing data; and aquifer protection efforts; Developing and implementing programs; budget preparation; developing and presenting materials to the City Council, other agencies and citizen groups. Support of development review activities related to natural resources and grant applications; responding to public requests for information; positively interacting and coordinating with staff, contractors, businesses, public agencies, citizens and other jurisdictions to exchange information, coordinate planning efforts, and resolve issues and concerns; and performing other duties as assigned.

Qualifications:
Knowledge of: principles, practices and methods of public works design, survey and construction; technical aspects of municipal engineering and applicable laws, codes, policies and procedures; civil, geotechnical and environmental engineering practices including watershed management, land development, urban and site planning, stream and habitat restoration, wetland and endangered species requirements.
Skill in: establishing and maintaining effective working relationships with all levels of City staff, other agencies, citizens, developers and consultants; public speaking; managing multiple projects and priorities with competing deadlines; use of personal computers and applicable software.
Ability to: provide effective leadership to employees by supporting the goals and objectives of the organization; select, supervise, train and develop staff; develop and manage stormwater and habitat master plans; interpret and apply a variety of codes and regulations; communicate effectively, both verbally and in writing; work independently and as part of a team; problem solve by identifying multiple solutions.

Education and Experience:
B.S. in Civil Engineering and five (5) to seven (7) years experience or equivalent combination of education and experience in Civil engineering, hydrology, hydraulics, stream management or environmental engineering, including at least three (3) years project management experience. A Master’s degree may substitute for two years of experience. Supervision and management experience desired.

Licenses/Requirements: Licensed Professional Engineer (PE) in the State of Washington or the ability to obtain license within six (6) months of date of hire. Valid Washington State driver's license required by date of hire and a driving record that meets the City’s driving standards. Fulfillment of bargaining unit agreement membership is required within 30 days of hire.

Working Conditions: Work is performed in an office environment with fieldwork required. May be exposed to varied terrain and physical hazard from construction equipment or traffic from onsite inspection, must be able to climb ladders, work in confined spaces, and lift up to 50 pounds. Position requires attending occasional weekend and evening meetings.
