Duties:
Under the direction of the Maintenance Manager, plan, schedule and
coordinate wastewater maintenance and operations activities for a sewage
collection system with 200 miles of mains, 23 pump stations and over 4,000
manholes; supervise and evaluate nine (9) full-time and two (2) seasonal
employees. Duties include, but are not limited to: inspecting, monitoring and
evaluating needed maintenance and repair of the sewage collection system;
assuring work complies to quality standards and contract specifications;
overseeing inspection of new facilities and the development of specifications
and standards; scheduling, motivating, supervising and evaluating the
performance of assigned staff; hiring new staff, recommending promotions and
salary increases, coaching, disciplining, and recommending termination of
current staff when appropriate; communicating with a variety of City
departments, outside organizations, local businesses and the public to address
service complaints, concerns, issues and requests; prioritizing work, preparing
work orders and assigning work to staff; monitoring work progress to assure
safety, efficiency and work quality; identifying and resolving employee and
workplace safety issues; preparing and monitoring assigned budgets; preparing
and maintaining a variety of records and reports; purchasing equipment,
materials and supplies; and performing other duties as assigned.
Qualifications:
Knowledge of: principles, practices and methods in the maintenance and
operations of a public wastewater collection system; TV inspection equipment,
hydraulic cleaning truck and vacuum truck; public works design and construction;
general engineering principles; purchasing procedures and budget preparation;
and applicable laws, codes, policies and procedures.
Ability to: communicate effectively, both orally and in writing; supervise and
motivate field operations staff; instruct employees in safe and effective work
methods and procedures; effectively use resources of personnel and equipment in
operating and maintaining the sewer system; establish and maintain effective
working relationships with all City staff, other agencies, and citizens; handle
multiple priorities in an organized and effective manner; use personal computer
and applicable software.
Education and Experience:
Any combination of equivalent to: two (2) years of college-level course work in
a related field and five (5) years of wastewater maintenance and construction
experience, including at least three (3) years in a supervisory capacity.
Wastewater Collection System certification desired.
Licenses/Requirements:
Valid Washington State Driver’s License by date of hire, and driving
record that meets city standards.
Working Conditions:
Work is performed in an office environment with fieldwork required to review
projects and oversee employees. May be exposed to physical hazard from traffic
or construction equipment during on-site inspection. Subject to 24-hour
emergency call out.
