Duties:
Under the direction of the Engineering Section Manager, this position is
responsible for developing and implementing engineering solutions to water
quality and habitat issues to ensure compliance with community goals and State
and Federal laws. Duties include, but are not limited to: coordinating and
managing the design and construction of stream, habitat, and sensitive area
restoration projects through the use of consultants, contractors and City staff;
developing engineering plans, specifications and cost estimates for capital
projects and performing engineering plan reviews to assure compliance with City
codes, ordinances, and engineering practices and standards; overseeing project
maintenance and monitoring; participating in proposal development and consultant
selection; inspecting construction in progress and upon completion to verify
compliance with contract conditions, specifications, codes and timelines and to
authorize payment; communicating and coordinating the work of contractors and
consultants addressing concerns and issues related to contract specifications,
materials, costs, safety, and timelines; conducting field inspections and
maintaining project records; responding to public requests; attending public
meetings and positively interacting with City Council and staff, contractors,
businesses, public agencies, citizens and other jurisdictions to exchange
information, coordinate projects, and resolve issues and concerns; making
presentations to council, boards, commissions and other agencies; assisting
senior engineers with complex research, planning and policy development; and
other duties as assigned.
Qualifications:
Knowledge of: civil, geotechnical and environmental engineering, including
restoration management, land development, urban and site planning, stream and
habitat restoration, wetland and endangered species requirements, and applicable
federal, state and local stormwater regulations.
Skill in: field inspection of sites proposed for development and construction
activities; use of personal computer and software (Microsoft Word and Excel);
Office Suite, GIS (Geomedia and ArcView) and CAD (Autocad and Microstation)
preferred.
Ability to: establish and maintain effective working relationships with all
levels of City staff, other agencies, citizens, developers and consultants;
manage multiple projects and priorities with competing deadlines; communicate
effectively, both verbally and in writing; work independently and as part of a
team; problem-solve by identifying multiple solutions; adapt modern engineering
principles, methods, techniques and standards to the design, construction and
inspection of projects; interpret and explain technical information to a variety
of audiences in a non-technical manner; plan, organize and develop a working
budget for assigned projects.
Education and Experience:
Any combination equivalent to: Bachelor's degree in civil engineering or closely
related field and five (5) years related experience. Master's Degree may
substitute for two (2) years experience.
Licenses/Requirements:
Washington State PE preferred. Valid Washington State driver's license
required by date of hire with good driving record.
Fulfillment of bargaining unit agreement membership is required within 30 days
of hire.
Working Conditions:
Work is performed in an office environment with fieldwork required. May be
exposed to varied terrain and physical hazard from construction equipment or
traffic from onsite inspection. May be required to attend occasional evening
meetings.
