Communications Dispatcher, Entry 
Job Number 03-10
Police Department (To establish and hire from a Civil Service eligibility list.)

SALARY:  $3,158 - $4,011 month
HOURS:  Shifts - Day, Swing & Graveyard shifts. The current work schedule is 6 days on, 3 days off, with 2 days off every fourth rotation.  Work days are 8.25 hours long.  Must be flexible to work all shifts based on organizational needs.  Overtime may be assigned with little or no notice.

Essential Job Functions:
In support of the department's mission, "To provide quality policing in partnership with the community," the Communications Dispatcher will help to ensure efficient operation of the 911 center including excellent customer service (internal and external) delivery. Receives 911 calls and other calls for service. Prioritizes and routes emergency calls to fire, police and emergency medical services. Dispatches police services. Performs all other functions necessary to support police officers in their duties. Operates computers, radios and telephones; monitors video/alarm systems; and types and files.

Qualifications:
Prefer one (1) year of work experience in radio dispatching of police, fire or emergency medical services.
Skill in: use of telephone, radio, computer terminal (keyboarding at 35 WPM accurately) and related communications equipment. Reading and interpreting a variety of procedures manuals and maps.
Ability to: communicate effectively, both orally and in writing; read and comprehend police practices and procedures; properly evaluate situations, prioritize them, determine availability of police units, and dispatch them to the scene; listen and speak clearly and concisely on the radio and telephone; think clearly and act quickly, calmly and courteously in emergency situations; establish and maintain effective working relationships with supervisors, other employees and the general public in a team environment; cope with numerous interruptions; handle stressful situations calmly and tactfully; work in a confined area at a work station; handle multiple tasks simultaneously; obtain necessary certifications (ACCESS) during probationary period; remain seated at a work station for extended periods of time.
Knowledge of: basic computer applications and operation. 

Working Conditions:
The department strongly subscribes and operates under the tenets of community oriented policing and quality management practices. Work is performed primarily in an office environment. Majority of tasks are done while seated at a work station. Shift rotations occur to cover 24-hour days, seven days a week, weekends and holidays. Frequent and repetitive use of telephone and radio communications equipment.  All phone and radio traffic will be tape recorded.

Special Requirements:
Mandatory association membership required within 30 days of hire. The City of Redmond has adopted a "no smoking" policy in all buildings and vehicles.

Selection Process: Qualified applicants will register with www.publicsafetytesting.com to take the written examination. Successful candidates will then be contacted by the City of Redmond Police Department for further testing. 

Written Test:  A passing score of 70% is required. 

Typing Test:  Minimum 35 wpm.  A passing score of 60% is required. 

Oral Interview:  A passing score of 70% is required. 

Background Investigation: Polygraph, psychological, drug screening, medical exam and extensive on-site background investigation will also be required of selected candidates being considered for hire. Any time during or after any portion of the selection process there are questions, concerns, information on review, retest, or an appeal on a decision made, a written request is required from the applicant and will be forwarded to the Redmond Civil Service Commission for their review.

14.20 Hiring Procedure

Disqualification

  • An Applicant is addicted to habitual excessive use of drugs or alcohol.
  • An applicant has falsified statements, failed to disclose pertinent information or used deception on a job application.
  • An applicant has been convicted of a felony crime (or pled nolo contendere to a felony charge) at any time, or has been incarcerated for any crime within the past seven years, where the nature of the charge or crime may render an applicant unsuitable for the position.

Driver's License Requirements

Applicants for positions in which the occupant is expected to operate a motor vehicle must be at least 18 years old and will be required to present a valid Washington State driver's license with any necessary endorsements. Driving records of applicants may be checked. Applicants will be disqualified under the following circumstances:

Violations:  More than two moving traffic violations within the preceding three years; or reckless driving violation within the preceding five years; or driving while intoxicated within the preceding five years.

Accidents:  More than one motor vehicle accident within the preceding three years for which the applicant received a traffic or criminal citation and was convicted, forfeited bail, or entered a plea of "guilty" or "nolo contendere."
