The Redmond City Council created the Office of the Hearing Examiner
in 1980 to conduct hearings on various matters brought to the City for a
decision or a recommendation to City Council.
Hearings are governed by the Revised Code of Washington (RCW), the
Redmond Community Guide (RCDG) 20F.10, and the sections of the RCDG and
ordinances pertaining to the matter at issue. Copies of the relevant
sections and ordinances are available from the Office of the Hearing
Examiner or the Developmental Services Center located at City Hall.
Hearings by the Hearing Examiner are quasi-judicial proceedings. They
are defined by state statute to be "...those actions of a legislative
body, planning commission, Hearing Examiner, zoning adjuster, board of
adjustment, which determine the legal rights, duties, or privileges of
specific parties in a hearing or other contested case proceeding." RCW
42.36.010. Quasi-judicial hearings have a partly judicial character by
possession of the right to hold hearings on and conduct investigations
into disputed claims and alleged infraction of rules and regulations and
to make decisions in the manner of courts.
Unless otherwise announced, hearings are held in Council Chambers at
Redmond City Hall located at 15670 85th Avenue NE. If you have any
general questions regarding a hearing, you may call the Office of the
Hearing Examiner at 425-556-2436 Monday through Wednesday 9:00 a.m. to
4:00 p.m..
For specific questions related to the application or appeal, call the Planner of the Day
