Study:                        172 Avenue NE Corridor
Area:                          NE 111 Street to NE 128 Street
Funding:                    $260,000
Funding source:      City of Redmond

Description
This corridor study began project development of the 172 Avenue NE extension project, as indicated in the Transportation Master Plan (TMP).  The study focused on two main pieces of work:

1.  Evaluation of impacts of the planned 172 Avenue NE extension between NE 122 Street and NE 124 Street.  This portion of the study also includes an evaluation of an alternative to the extension - improvements to NE 122 Street/162 Place NE from 172 Avenue NE to NE 124 Street.
2.  Evaluation of traffic calming treatments suitable to the 172 Avenue NE corridor from NE 111 Street to NE 128 Street, and development of roadway cross sections for 172 Avenue NE and NE 122 Street.

Several development applications were in process for the areas along NE 122 Street and 172 Avenue NE.  In order to condition these developments effectively, and to determine access requirements for parcels adjacent to the unimproved portion of 172 Avenue NE, a determination on the extension of the roadway was needed.  In addition, all segments of the 172 Avenue NE corridor are currently experiencing speeds close to or more than 10 MPH over the posted speed limit.  The operational objectives of the traffic calming design and cross section development are to reduce traffic speeds, discourage regional through traffic, and protect neighborhood character.  Design places primary emphasis on traffic calming, emergency service access, and enhancing multi-modal opportunities.

King County staff will be working with Redmond staff to coordinate improvements proposed within King County - both in the neighborhood north of NE 124 Street, and at other intersection locations in the area.  Staff is also coordinately closely with work done as part of the recent North Redmond Neighborhood Plan.

Work entailed robust environmental impact evaluation and public involvement, including a project-level SEPA determination, and several public meetings and stakeholder interviews.  The outcome of this work effort helped provide preliminary design of a preferred set of improvements, planning level cost estimates, and identification of impacts and proposed mitigation.

At the end of the study, staff returned to Council with recommendations for moving forward with a preferred set of improvements and an implementation plan.  It is anticipated that development will construct and/or contribute funding towards many of the identified improvements.

Regardless of the ultimate decision on the extension of 172 Avenue NE  from NE 122 Street to NE 124 Street, it was anticipated that the City will proceed with traffic calming improvements on the sections of the 172 Avenue NE corridor between NE 111 Street and NE 122 Street.

The first public meeting to discuss the project was held on April 27.

Traffic Calming Sub-Areas
For the traffic calming and cross section development portion of the study, the 172 Avenue NE corridor was broken into four sub-areas.  Each sub-area reflects different characteristics of the corridor.  Input from residents adjacent to each sub-area was specifically requested in regards to the traffic calming treatments.

A: NE 111th - NE 116th B: NE 116th - NE 122nd C: NE 122nd - NE 124th
Sub-area A: NE 111th* - NE 116th Sub-area B: NE 116th* - NE 122nd Sub-area C: NE 122nd* - NE 124th*
.
D: NE 124th - NE 128th
