(R-TRIP) Redmond Trip Reduction Incentive Program
Partnership Phase II
Location: Citywide
BTTI Contribution: $500,000
Description: R-TRIP provides financial and
staff assistance to Redmond businesses to implement or enhance existing commute
trip reduction programs for employees at their Redmond sites. Employers can
select from a menu of transportation demand management products or submit their
own innovative programs for review and funding. R-TRIP enables every business
contributing to the business tax to receive a direct benefit. The second phase
of R-TRIP has allowed R-TRIP’s alternative commute benefits programs to be
extended, as well as for a comprehensive, one-stop shopping website
www.GOrtrip.com to be implemented.
Status: Six hundred new vanpoolers received
one-time subsidies, over 5,000 people participated in transportation fairs, 75
people became vanpool drivers, and 220 new transit riders received a one-time
pass.
Citywide Rideshare Incentives Program
Location: Citywide
BTTI Contribution: $600,000
Description: Alternative commute incentive
programs have been highly successful in reducing single occupant vehicle trips
into the City. This project has built upon the initial concept of a commuter
club and enhanced it by developing a web-based calendar to permit dynamic
tracking of alternative commute mode use. After the initial implementation
phase, a partnership was developed to build on these successes by
streamlining the delivery of incentives and expanding the program to a wider
audience by making the program available to all employers in Redmond. It
allows more employees in Redmond to try alternate commute modes and provide
additional incentives to those employees who currently use alternate commute
modes to do so more frequently.
Status: Since its launch in November 2003,
nearly 4,500 commuters into Redmond have signed up to participate in the
R-REWARDS Commuter Club, with over 1,800 reaching their reward goal.
Transportation Demand Management (TDM) Demonstration
Programs / New Initiatives
Location: Citywide
BTTI Contribution: $600,000 ($150,000 annually for four years)
Description: Recently collected zip code data show that a substantial
proportion of employees who live in Redmond also work within the City's
boundaries. Overall, approximately half of the employees working in
Redmond either live here, or in a neighboring jurisdiction, with relatively
short commute distances of ten miles or less. Much of the transit service
to Redmond employment centers is oriented to serve destinations well outside the
City of Redmond and has not focused on short distance circulation. While
transit service to Redmond employment sites is improving, it still emphasizes
transit as an option for people who commute from outside the City.
This program advances trip reduction efforts to
achieve the City-wide goal of 30% mode split through development of new TDM
initiatives including origin-based programs (residential emphasis) and
last/first mile concept (origin/destination links to transit centers).
These initiatives include: working together with local employers to leverage
infrastructure improvements (transit centers and shuttle systems, for example)
and incentive programs to increase system linkages, integration and use;
expanding outreach, support, and marketing efforts that target commuters who
reside in Redmond.
Status: The highly successful Get In Motion Program was
launched in July 2005 to educate and offer incentives to Redmond residents who
commute other than driving alone. By pledging to use alternatives to
driving alone at least four times a month in four months the program will send a
Get in Motion t-shirt and free bus tickets to the resident. All that needs
to be done is to complete an
electronic pledge card (only Redmond residents may
pledge). The program continues to gain momentum through marketing at
public events. The Get in Motion web site can be found at

Shuttle
Location: To Be Determined
BTTI Contribution: $581,500
Description: In the past, the City
implemented a successful, grant funded shuttle demonstration that served the
Willows corridor and southeast Redmond to link commuters to regular transit.
Status: Business tax funds have been
budgeted, though not yet released to position the City to access additional
grant funding or form partnerships to introduce new shuttle service in the
future.
Business Transportation Resource (BTR) and
Recognition Program
Location: Citywide
BTTI Contribution: $167,000
Description: BTR is a "one stop"
transportation demand management information resource primarily servicing small
businesses. BTR develops, produces, and provides educational materials to inform
businesses about how to select and tailor make good financial and programmatic
transportation alternative solutions for their company and its employees.
Promotional materials will inform businesses of the service. A customer service
representative will assist employers with program development and
administration. A Redmond Commuter Guide detailing all the services, options,
and personal assistance available to Redmond commuters is an additional aspect
of this project.
Status: Tools to assist small businesses in
accessing both traditional R-TRIP and special services are being developed.
Employers who successfully participated in the Employer Performance Incentive
Program were recognized in FOCUS magazine.
Performance-based Incentive for Commute Trip
Reduction
Location: Citywide
BTTI Contribution: $500,000
Description: This project provides all
businesses within Redmond the opportunity to receive a performance-based reward
of approximately $300 per annual commute trip reduced beyond an initial baseline
measurement. Employers of all sizes will be encouraged to participate, extending
benefits that reward them for commute trip reduction performance. Companies that
encourage transportation conservation will be rewarded. This begins to establish
a "market price" for trips so that businesses, public decision makers and the
general public can better assess the cost-effectiveness of transportation
choices.
Status: Nineteen employers have signed up to
participate in the program. In the first year, employers reduced over
1,000 daily vehicle trips. An additional
$373,000 has been leveraged to expand the program to include more employers into
a two-year program.
Redmond Parking Management Demonstration
Location: Citywide
BTTI Contribution: $140,000
Description: Parking management programs
around the country are significantly effective in reducing single occupancy
vehicle trips to employment sites. The Redmond Parking Management Demonstration
is an effort to serve both large and small businesses (including retail)
by developing and implementing on-site parking management programs. The intent
of the demonstration is to pilot various parking management and monitoring
programs, and to form parking partnerships to better manage parking supply. This
reduces the need and associated costs of a growing parking demand and helps
businesses address concerns about code limitations and parking enforcement
requirements.
Status: Opportunity areas identified in the
Transportation Master Plan are being examine for potential solutions.
