172 Avenue NE Traffic Calming Project

Background
Traffic calming was an important element that was examined during the course of the 172 Avenue NE Corridor Study.  This traffic calming construction project implements City Council approved recommendations that came out of that study.

City Council June 2006
City staff met with the City Council on June 27, 2006 to discuss the outcome of the study.  Staff recommendations included the following:

  • Extend 172 Avenue NE with full roadway improvements.
  • Provide full signalization access at 162 Place NE/NE 124 Street.
  • Phase implementation.

The implementation plan proposed by staff provided for improvements by both developers and the City as follows:

By developers:

  • Signalization of 162 Place NE/NE 124 Street intersection.
  • Full street improvements on the extension.
    • Interim restriction of through traffic to emergency vehicles and non-motorized traffic.
  • Incremental construction of traffic calming/street design on both corridors as development occurs.

By the City of Redmond:

  • Traffic calming project on 172 Avenue NE south of NE 122 Street.
  • Roundabout on NE 116 Street/172 Avenue NE.
  • Open extension of 172 Avenue NE to all traffic.
    • Trigger tied to a housing count begins City process to open the road - timing anticipated no sooner than 2008 and no later than 2016.
    • Traffic calming in Segment D at opening to maintain residential speeds.
    • Full city street improvements in Segment D would become possible following annexation to address the neighborhood character.

The Council took no formal action at the study session.  It was an opportunity for staff to present the outcome of the study, to answer questions, have discussion, and receive confirmation that the recommendations were headed in the right direction.  Based on our proposal, Council directed staff to proceed with the next steps.

City Council February 2007
City staff met with the City Council on February 13, 2007 regarding the timing of the 162 Avenue NE/NE 124 Street traffic signal and opening the extension to all traffic.  Council approved staff recommendations to construct the 162 Avenue NE signal first (tentatively in 2011 based on signal warrants being met in 2010) followed by opening the extension to all traffic approximately 5 years later (2016).  Traffic calming on the entire length of 172 Avenue NE (from NE 111 to NE 122 Street) would be completed prior to opening the extension to all traffic.
