January 15, 2014 Meeting Recap
On January 15, 2014, the public provided feedback to Capstone's two park concepts. A presentation
was provided by the design team followed by small group discussions and opportunities to comment on the proposed park concepts.
December 4, 2013 Meeting Recap
On December 4, 2013, a public meeting was held to gather ideas from the public on park programming and park elements for this park. During this meeting, the City provided background information
on planning that has occurred for Overlake Village and Capstone Partners presented information about the proposed development
and they described the park site.
After the presentations and a question and answer period, the public was asked to participate in various ways to explain how they would use the park, how a resident of an apartment building within the development might use the park, and how an employee of an adjacent office building might use the park. The public was also asked to provide feedback on images of park features from other places that might fit in this new Redmond park.
Master Plan Background
Capstone Partners has begun implementing a Master Plan approved in December 2011 for its 28-acre site north of NE 24th Street between 152nd Avenue NE and 156th Avenue NE, called Esterra Park. This is the former site of a Group Health hospital. Group Health sold the site to Capstone and other investors in March 2013.
The Master Plan envisions a phased redevelopment of the property that would ultimately result in about 1,400 residences, 1.2 million square feet of office and retail uses, a hotel and conference center, a 2.67-acre park, and associated infrastructure. The Master Plan also requires the developer to create a total of 10 acres of new forest in Redmond as mitigation for removal of the existing trees, in addition to replantings on site.
Capstone has started further site and building design which will allow for a 2013 or early 2014 beginning for construction. The City’s role is to review specific plans for the proposed development to ensure consistency with the Master Plan and Development Agreement as well as the city’s Zoning Code

KCC Limited Edition Master Plan
Koll Commerce Center (KCC) Limited Edition has begun the review process for a proposed Master Planned Development for the Limited Edition site. Limited Edition is located on the northwest corner of 152nd Ave NE and NE 20th St, just east of Sears. The draft master plan includes 700 multifamily homes, a hotel, and a mix of office and retail totaling about 280,000 square feet.

Puget Sound Energy is investing in Overlake's electrical infrastructure by constructing a new substation at the corner of 156th Avenue NE and Bel-Red Road. The project is needed to serve existing PSE customers and to provide sufficient capacity for anticipated redevelopment in Overlake and in Bellevue.

Completed in 2009, White Swan Condominiums is the newest residential mixed-use development in Overlake Village. It features 38 homes over ground-floor commercial space. It is located at 2222 152nd Avenue NE, just south of Office Depot, and about one-half mile south of the planned Overlake Village light rail station.
