Residential Rates

Residential customers are billed on a bi-monthly basis and pay a fixed rate for water, wastewater, and stormwater.  Customers also pay a commodity rate for water consumption.  The fixed bi-monthly residential bill without water usage (based on a 3/4" meter) is $172.58 for 2015 and $173.98 for 2016.

Outside City Surcharge
Properties located outside the corporate limits of the city in the Redmond Service Area shall be charged an "outside city surcharge" of 25% of the total water and sewer charges in addition to the normal rates and charges, except that the surcharge shall not apply to the King County Wastewater Treatment component and except that the surcharge shall not apply to any water charges for those properties to which service is provided pursuant to the Rosehill Water District Assumption Agreement.  

Commercial, Multi-Family, and Irrigation Rates

Commercial customers are billed on a monthly basis.  The bills contain both a fixed rate and a commodity rate for water, irrigation and wastewater.  Water consumption is billed at a winter commodity rate from November through May and a summer commodity rate from June through October.  A variable wastewater collection rate is assessed if there is more than 600 cubic feet of chargeable wastewater in a billing period.

King County Wastewater Treatment Rate fixed monthly charge is $42.03 per meter, which includes the first 750 cubic feet of chargeable wastewater, plus a commodity charge of $5.604 per 100 cubic feet of chargeable wastewater is assessed after the first 750 cubic feet.

King County Wastewater Treatment Rate fixed monthly charge is $42.03 per meter, which includes the first 750 cubic feet of chargeable wastewater, plus a commodity charge of $5.604 per 100 cubic feet of chargeable wastewater is assessed after the first 750 cubic feet. 

Stormwater Rates

The monthly commercial stormwater rate is computed by multiplying the fixed rate ($16.56) times the number of impervious units applicable to the parcel times the rate adjustment as determined under Redmond Municipal Code (RMC) Section 13.18.060. This formula is expressed mathematically as follows:

Fixed Rate x Impervious Units x Rate Adjustment = Monthly Charge

An impervious surface refers to any hard surfaced area such as asphalt or concrete sidewalks, paving, parking lots, etc. which prevents the entry of water into the soil. One impervious unit is equivalent to 2,000 square feet of impervious surface area.

Generally, the rate adjustment used to compute the monthly service charge shall be determined by taking the coverage factors and adding or subtracting any applicable water quantity and quality factors.

What are the Water and Wastewater Rate Drivers?

What Influences the Water and Wastewater Rates?
The City of Redmond provides water and wastewater services to our customers. To assure continued dependability for users, these distribution systems must be maintained, upgraded and replaced. New facilities must also be provided as additional demands are made on these systems. The cost of providing these services is recovered through user fees and rates.

Approximately 65% of the water consumed by customers in Redmond is purchased from Cascade Water Alliance with the remainder coming from the City's own wells. King County Metro charges Redmond to treat the wastewater generated from our customers. Their wastewater treatment rates are passed directly to our customers. These regional costs makes up a significant portion of our customers' water and wastewater charges.

Several factors contributed to these increased rates:

Increased wholesale price of water from the Cascade Water Alliance.
Inflationary increases in operating and maintenance costs.
Future replacement of water and wastewater infrastructure.
King County Metro's wastewater treatment pass-through charge increased by 5.63% to $42.03 for 2015.

What are the Stormwater Rate Drivers?

What does the Stormwater Rate cover?
The Stormwater Rate covers the City's costs to provide stormwater services to customers. Each developed parcel in the City is subject to the stormwater utility charge. Drainage from most properties enters or impacts the City stormwater system in some manner. These facilities, which are generally located on City streets, require continual maintenance and improvements. The stormwater utility supports capital improvement projects for flood control, erosion, conveyance improvements, and regional water quality or detention facilities. The Utility also monitors and improves the health of local streams, constructs habitat improvement projects, and responds to State and Federal regulatory and permitting requirements. There are no Stormwater Rate increases in 2015.
