| The Commute Trip Reduction (CTR) law is a state
mandate that requires local jurisdictions and large employers to
promote commute options and reduce drive alone trips to work. The
legislature passed the CTR Efficiency Act (ESSB 6566) during the
2006 legislative session. It will take effect in July 2007. Please

Transportation website. The goals of the CTR Program are to reduce
traffic congestion, air pollution, and fuel consumption. Nearly
1,100 worksites in Washington State participate in the program.
The Washington State Legislature passed the CTR Law (RCW
70.94.521) in 1993. The law can be viewed on
http://apps.leg.wa.gov/RCW/default.aspx?cite+70.94.531 and was incorporated into the Washington Clean Air
Act. In 1993, the City of Redmond adopted the CTR Law (Chapter
5.64 - Commute Trip Reduction Plan) in the Municipal Code. To view

An “affected employer" means an employer that employs 100 or more
full-time employees at a single worksite who are scheduled to begin
their regular work day between 6:00 a.m. and 9:00 a.m. on two or
more weekdays per week for at least twelve continuous months even if
the identity of the employees varies over time.
CTR affected employers in the City of Redmond have implemented
these program elements* into
their employee trip reduction plans.
